Srinagar, July 2 (KNS): Farmers in the Handwara area have accused the Agriculture Department of distributing substandard potato seeds instead of the promised high-quality hybrid variety.
According to them, this has led to complete crop failure and significant financial losses.
As per reports received by Kashmir News Service (KNS), the farmers claim that rather than yielding potatoes, the seeds only produced weeds.
One farmer shared his experience, saying, “I was expecting to harvest at least 25 quintals of potatoes this season. But when I started digging, there were no potatoes—only grass.”
The farmers expressed disappointment, stating that they have always relied on the Agriculture Department for quality seeds, which in the past were tested and reliable.
This time, however, they feel deceived by the poor quality of the seeds supplied.
They are now calling for a thorough investigation and strict action against those responsible for the alleged negligence.
Speaking to KNS, Agriculture Officer Sheikh Manzoor said that a special team has been set up to look into the matter.
“We have received several complaints from farmers. A team is currently compiling a detailed report, which will be submitted to the department.
If it is confirmed that the seeds were substandard, strict action will be taken, and compensation will be provided to the affected farmers,” he stated.
The incident has sparked widespread anger and frustration among local farmers and has raised serious concerns about the accountability and functioning of the agriculture system in the region. (KNS).
Key Terms and Concepts
What is Agricultural Subsidy and Why Does It Matter in 2025?
An agricultural subsidy is financial support provided by the government to farmers to reduce production costs and encourage food production. In 2025, subsidies in South Asia, especially in India and Pakistan, are under scrutiny due to inflation and shifting budget priorities. The quality of seeds provided under these schemes is crucial, as in the Handwara case. Poor execution of subsidy programs can lead to crop failures and heavy farmer losses.
What is Seed Certification and Why Is It Important?
Seed certification is a process where seeds are tested and verified for quality, genetic purity, and disease resistance. In India and Kashmir, certified seeds are often distributed by agriculture departments under state-run programs. The failure in Handwara highlights the risks when uncertified or substandard seeds are distributed, threatening food security and farmer incomes in 2025.
What Role Do Agriculture Officers and Field Teams Play?
Agriculture officers are responsible for implementing government schemes, guiding farmers, and ensuring quality inputs are distributed. In this case, their role is under question due to possible oversight or negligence. In 2025, accountability mechanisms and local audits are being stressed to improve transparency and restore farmer trust.
What Is Farmer Compensation for Crop Failure?
Farmer compensation is financial aid provided to offset losses from failed crops due to natural disasters, pests, or poor inputs. In India and J&K in 2025, new digital platforms are being introduced for quick claim processing. However, delays and lack of transparency often leave farmers waiting, as seen in the Handwara incident.
What Is the PM-Kisan Scheme and How Is It Relevant?
PM-Kisan is a central government scheme providing ₹6,000 annually to farmers in three installments. While it’s meant to provide financial security, in 2025, critics argue that it’s not enough to cover major losses like failed harvests. The Handwara case underscores the need for more targeted relief and better seed quality assurance.
What Is Crop Insurance and Why Is It Vital in 2025?
Crop insurance protects farmers from financial loss due to crop failure. With climate change and erratic weather in 2025, it’s become essential. However, in areas like Handwara, awareness and access remain low, meaning most farmers affected by the seed issue may not receive insurance payouts unless policies improve.
How Is Climate Change Impacting Crop Yields in Kashmir?
In 2025, climate change has led to unpredictable rainfall, soil degradation, and new pests in the Kashmir Valley. While this wasn’t the cause in Handwara, poor seeds combined with these factors can amplify losses. Climate-resilient agriculture is being promoted, but without proper seed quality, even that is not effective.
What Is the Role of State Agriculture Departments in 2025?
State Agriculture Departments are responsible for distributing inputs, conducting training, and implementing policies. With increased funding in 2025 post-budget announcements, these departments are under pressure to deliver results. Failures like in Handwara bring their efficiency and transparency into question.
How Are Farmers Organizing and Demanding Accountability in 2025?
In 2025, farmers across India are using social media, WhatsApp channels, and local panchayats to raise concerns and mobilize support. The Handwara farmers’ demand for investigation reflects a growing trend of rural communities seeking transparency, justice, and stronger institutional support from the government.
